No. The guide covers three routes: mini printers, print labs, and larger home printers, with a chapter on which one is best for you. Plenty of people start by sending files to a lab and never own a printer at all.
No. There is a quick start guide on page 7 and beginner export settings included. It assumes you can take a photograph, not that you know anything about paper.
It goes into paper types, print sizes, card mounting, framing and selling prints. If you already do all five confidently, then probably not, and I would rather tell you that than take your £20.
